Billing Policy


At Phelps Memorial Hospital Center, we understand how overwhelming it can be to deal with complex billing issues and health issues at the same time. We realize that your medical bill and insurance details can be confusing, and we are committed to providing you with any assistance you need throughout the billing process.

We appreciate your cooperation with the hospital’s payment policies. Upon discharge, the Patient Accounting Department will bill you for services rendered based on information you provided at the time of registration. Prompt payment of your balances helps ensure that Phelps will be able to continue to provide quality care to members of our community. 

Insurance Participation


In addition to Medicare and Medicaid entitlement programs, Phelps participates with many insurance plans. Click here to view the list of health insurance carriers with whom Phelps has agreements. Each carrier offers many different plans, each with its own benefits and limitations. Therefore, even if Phelps participates with your insurance company, it is not a guarantee that your specific plan will cover your care. The best way to find out if your plan will cover care provided at Phelps is to contact your insurer directly.

Payment Expectations


Phelps appreciates payment of balances due within 21 days of the statement date. 
We accept cash, checks, money orders, and all major credit cards.

Professional Fees

You may receive more than one bill for hospital services. Professional fees will be billed directly by physicians for specific procedures or tests. Separate bills may be issued for emergency room physicians, radiologists, anesthesiologists, cardiologists, laboratory fees, and other specialty care services.


Financial Counseling


Phelps offers extensive counseling services for those who have difficulty paying their bill. Payment Plans

Payment plans are available to provide patients and family members with a flexible, interest-free payment option, which will allow you to pay your bill over a period of time.  Patients are required to sign an agreement outlining their monthly payment obligations.  For assistance in setting up a payment plan, contact one of our Financial Counselors at (914) 366-3133.  You may also visit our Online Payment Center to establish recurring payments.

Charity Care

We understand that sometimes patients do not have the financial resources or insurance coverage to pay for their care. Phelps offers Charity Care to those who qualify. Medicaid Application Assistance

The Patient Accounting Department has Financial Counselors who have obtained their Certification Application Counselor (CAC) certifications. As part of the Affordable Care Act, this qualifies the financial counselors to assist our community with enrollment through New York State’s health exchange. A Financial Counselor can visit while you are in the hospital or you may schedule an appointment with the financial counselor after discharge. Our staff will work on your behalf to obtain the necessary benefits. Child Health Plus
Depending on your family's income, children under the age of 19 may be eligible to join Child Health Plus,
which is available through dozens of providers throughout the state.
